Common European Framework of Reference for Languages
The Common European Framework of Reference for Languages (CEFR) is an internationally recognized standard developed by the Council of Europe to describe language proficiency. It provides a common basis for the design of language courses, curricula, examinations, and teaching materials.
CEFR defines language ability across six levels — A1, A2, B1, B2, C1, and C2 — and helps learners, instructors, and institutions understand what a learner can do in listening, reading, speaking, and writing at each stage of language learning.
The Second Foreign Language Program at Bilkent University structures its language courses in alignment with CEFR in order to support transparent learning outcomes and internationally recognized standards in language teaching and assessment.
CEFR and FRL Courses
The language courses offered by the Second Foreign Language Program are designed with reference to CEFR levels. Course descriptions indicate the level focus of each course so that students can follow their language development in a clear and structured way.
CEFR Levels
A1 – Beginner
Can understand and use familiar everyday expressions and very basic phrases. Can introduce themselves and interact in a simple way when the other person speaks slowly and clearly.
A2 – Elementary
Can understand frequently used expressions related to everyday life and communicate in simple and routine tasks requiring a direct exchange of information.
B1 – Intermediate
Can understand the main points of clear standard input on familiar matters and deal with most situations likely to arise while travelling. Can produce simple connected text on familiar topics.
B2 – Upper-Intermediate
Can understand the main ideas of complex texts and interact with a degree of fluency and spontaneity. Can produce clear, detailed text on a wide range of subjects.
C1 – Advanced
Can understand a wide range of demanding texts and express ideas fluently and effectively for social, academic, and professional purposes.
C2 – Proficient
Can understand with ease virtually everything heard or read, summarize information from different sources, and express themselves very fluently and precisely.
